Magnolia Springs HOA Meeting - March 17, 2009


Minutes:

The annual meeting of the Magnolia Springs Homeowners Association was held at the Rowlett Community Center on March 17, 2009. Meeting was called to order at 6:10 P.M. by Bill Jonas, President. Minutes of last year’s meeting were read by Janis Moore, Secretary, and approved by the homeowners present.

The financial report was given by Ed Lyons, Vice President and Treasurer. The road fund, which was explained by Ed Lyon, is now at $86,000. Other projects to improve the neighborhood in coming months will be repairing brick walls, replacing street signs and painting light poles. Delinquency of dues was $7,816 (or 12%) at the end or 2008, now $8,912 at the end of February. Part of this amount is due to bankruptcies and foreclosures and a check from a realty company that bounced (legal action is pending). Collecting these part dues was discussed.

The main item of business was discussing the impact of 190 on Magnolia Springs. A gate plan was presented for the Kirby gate by Ed Lyon, which had been approved by the city of Rowlett. Those present were not happy with the news that the NTTA did not have in their plans a sound wall to shield our subdivision from highway noise. The majority present want a sound wall to buffer noise and either no gate at Kirby or an exit only gate with a solid gate for another noise buffer. These requests will be pursued with the City of Rowlett and NTTA before any further action is taken.

The position of secretary was open and Janis Moore was re-elected for a two year term.

Lois Fox announced that the spring garage sale would be held both Saturday and Sunday, March 28th and 29th from 8 A.M. to 3 P.M. with no rain date.

The meeting was adjourned at 8:05 P.M.


ACC Update:

The ACC will continue to ask homeowners to maintain their front doors, chimneys, yards and unsightly oil stain on the street in front of their home. Excel will be ask to send notification to homeowners requesting that they take the necessary action to address unsightly oil stains and weeds in shrub beds and yards that are still present after April 15th. Staying on top of these concerns will help insure that Magnolia Springs remains a "Great Place to Call Home"!


We will be adding a tab "Kirby Gate" on our website www.magnoliaspringshoa.com to provide updates requested by homeowners at the meeting. We will provide bi-monthly updates beginning April 1st as we have them. We are currently exploring options presented to us at the meeting, either no gate at Kirby or an exit only gate with a solid gate for another noise buffer with the City of Rowlett. Although we explored this in the beginning we will go back to the Cit y again. Regarding the sound wall, we will address this with the NTTA but we encourage each of you to contact the NTTA with your concern to strengthen our position.
